Second, the Arizona MVD has a system that only escalates calls when necessary. All calls start out as Level One calls, which is the most basic level of service provided. During a Level One call, there's no need for the customer to provide any personal identification or details; this level is for general questions that can apply to anyone. Should a customer require more personalized or advanced help, their call is escalated to a Level Two call.

For a Level Two call, the customer must provide their name and any other identifying details needed to get things resolved. For my call, I had a brief wait of about five minutes before a woman's voice answered and asked how she could assist me. I told her I'd just purchased a vehicle from a private seller and would need to title and register it in Arizona. She asked me if I had the vehicle's existing title, and I told her that I did, as it was a private sale. 

She then asked if the vehicle had an emissions test, and I told her it required one. I told her it's a 2015 Toyota Avalon, and she said she would check the vehicle specifications and let me know after a brief hold. After a couple minutes, she told me I could expect to pay $191 to register for one year and $290 if I registered for two years. I thanked her for her assistance, and she quickly thanked me for calling and hung up immediately.

Overall, I thought this was a very good experience. The attention to detail was excellent, as evidenced by the representative's desire to get the call right down to a detailed price for registering a specific vehicle. I expected her to give a generic answer about how it varies or she didn't know, but she actually took the time to look up information and make sure it was right.
