Turn Your Phone Off and On Again
You might as well start with the old standby; it's amazing how many problems this can clear up. Powering your phone off could clear out whatever data in whatever cache is causing the problem.
Check Your Network Connection
It could also just be a matter of having a bad connection. If your connection strength is deficient, the problem could just come from losing the signal when you tried to send. Make sure you have a good signal before sending a message to fix this problem.
Clear the WhatsApp Data
If restarting your phone didn't work, you may be able to achieve the same effect by specifically clearing out the WhatsApp data. It's pretty easy to do on an Android device. All you need to do is go to Settings, then Apps, then WhatsApp, and then select the Clear the App Data option. There's no easy way to do this on other devices, so you'll have to uninstall the app and then install it again. That should have the same effect.
Check Your Verification Status
You can experience delivery problems if you never completed verification. To fix this, start WhatsApp and respond to the verification request by entering your phone number and then entering the code WhatsApp sends you.
Check Your WhatsApp Block List
You might have accidentally blocked the person you tried to message, perhaps while trying to block someone else. If nothing else has worked so far, it's worth looking at the list to see if that's the problem.
Twiddle the Airplane Mode
Another solution that may work occasionally is turning the airplane mode on, waiting a few moments, and then turning it off again might solve the problem.
