US Homeland Security - FEMA Customer Service Issues

I am reaching out regarding my aspiration to join the US Marine Corps and eventually the Navy Seals special forces. I have long admired these elite units and feel passionate about contributing to global peace and justice. Despite being a Cuban citizen residing in Cuba, my sister is an American citizen. I hope that any potential programs or exceptions could be explored to allow me to enlist in the Marine Corps. I am determined to be an exceptional soldier and uphold the values of these esteemed forces. At 24 years old, I am eager to pursue this path, yet await my sister's pending claim which may impact my eligibility for the Navy Seals. I recently drafted an appeal letter regarding the payment for my husband's funeral. The payment received only covered half of the bill since it was split between the funeral home (for which I received reimbursement) and the church segment (for which no funds were received). They requested an itemized bill from the church on their letterhead stating my name as the beneficiary and person responsible for the debt. I provided this, but on 8/19/[redacted], they asked for missing funeral expenses related to the funeral home, even though that had already been paid. I am considering sending the information again via registered mail. Just wondering if I need to include all the documentation for the church part again. Should I address it to a specific person given that I plan to send it by registered mail with receipt requested?
