Personal Capital Customer Service Issues

I am writing to inform you that I, William L., have multiple investment accounts with your institution. I recently transferred $[redacted],[redacted] to a third-party annuity account, and they mistakenly requested the money twice. The second check was returned on June 5th, with the assurance that it would take 7 to 10 business days to reach Pershing. However, as of June 22nd, the funds have not been credited to my account. I informed my broker about my withdrawal request, but I got locked out of my account and dashboard afterward. The broker asked for $10,[redacted] to unlock it. I've tried contacting Empower and Personal Capital through calls and emails, but I haven't received any response. My account had over $3,[redacted],[redacted] when I was locked out, and I'm unsure of its current status after a week. I haven't received any help from Empower, Personal Capital, or UMB bank, which they use. I want my account unlocked, and I request the funds to be transferred to my bank account, for which they already have the details.
