Alaska Office of Motor Vehicles (DMV/RMV) Customer Service Issues

I am facing 2 problems currently. The first one is about my expired permanent handicap placard with the number PY [redacted], which I failed to notice until recently. Even though I am quarantined in the Philippines and unable to renew it at the Bethel DMV, the police authorities are reluctant to accept the expired placard. I am hoping that if I can get a new placard mailed to one of the Anchorage DMV offices, my son can collect it, make a copy, and send it to me. The second issue I am dealing with is the expiration of my Alaska Driver's License in March [redacted], which I was unaware of. To comply with driving laws in the Philippines during my quarantine here, I had to obtain a local driver's license. I am now wondering if the Alaska DMV will issue me a new license under these circumstances.
