If you want to change the bill to your name, contact National Grid to request a service transfer. They have a 1-800 number you can call, but call only during office hours. Call them from 7 am to 5 pm on weekdays only. You may also schedule an appointment with National Grid if you want to connect to natural gas. It's also best if you could call them at least a week before you're planning to transfer your service or move out.
As mentioned, if you want to rename the account, this isn't possible. Switching accounts means a transfer of service.
